After playing this game more I've found some tips to help get this faster. You'll need to be playing with at least 4 players. 3 counselors plus Jason. Call Tommy Jarvis by finding the radio. There's always a huge antenna outside the cabin the radio is in. Kill two of the campers. Tommy will spawn for one of the dead campers. I've found that if the camper that called the radio dies first, they will end up being Tommy.
Also if you are going for the passenger escapes, be sure to call Tommy if you can. I've had Tommy randomly show as a bug doing those escapes.
