When you're able to enter Room 230, there will be a door on the left and a door on the right. If you enter the door on the right there will be a man eating at a table. As you approach the achievement will pop.

You need to actually pick up the paper to the right of him on the counter for it to actually pop.

Achievement Walkthrough:

From Good Old Times (100G), turn around and exit the apartment. You will notice that the door is closed, so attempt to open it for a jump scare. Open it again and you will be able to walk out into the hallway.
Now running, head back to the stairwell and you will pass out before you get there. When you awaken, you will be in the basement. Return to the second floor, enter the hallway and open the third door on your right, #230.
Enter the apartment and slightly to the left is a round table with a newspaper on it, so pick it up. Turn right and open the door across the room that leads to the kitchen. On the counter on the right side past the refrigerator is a prescription slip, so pick it up to unlock this achievement.
The next achievement you will unlock is Landlord for Kids (100G).
