Once you enter apartment #134, immediately after encountering the cat in the 1st floor hallway, walk towards the living room area of the apartment and interact with the notebook to the left of the TV. Achievement popped immediately.

From Meow Meow (100G), turn left at the end of the hallway and continue following the cat into #134, the first (only) door on your left.
Enter the apartment and walk down the corridor. Enter the main room and on a table to the left of the TV is a notebook. Pick it up to unlock this achievement.
The next achievement you will unlock is Aisle Blocker (100G).
