Appears to be story related : After thoroughly exploring the 2nd floor of the building, I returned to the 1st floor and the black cat was at the end of the hallway meowing and hissing. I approached it and it ran off, and the achiement popped almost immediately after.

From Scared Janitor (100G), turn around and walk down the hallway to the stairwell. Descend one flight and enter the first floor hallway. Walk to the end of the hallway where you will see a cat that will run off, unlocking this achievement.

The next achievement you will unlock is Good Old Times (100G).
