Once you have access to apartment 132 proceed into the room, past a TV that has an image of children sitting, and there's a video tape pick-up located on a cabinet in the hallway. Interacting with this tape triggered the achievement for me.

From Room 128 (100G), continue down the hallway until you reach #132 on the right. Open the door, walk down the corridor and open the second door. Continue walking and against the wall in front of you is a dresser with a video tape on top of it, so pick it up to unlock this achievement.
