Appears to be story related, just popped for me randomly while I was walking around exploring the building. Popped within 10 minutes of starting the game, so seems to be very easily triggered, I hadn't even explored the entirety of the 2nd floor.

*START HERE*
From the starting room in the basement, press
to zoom out and walk down the corridor and up the short flight of stairs. Open the door and walk up two flights of stairs to the second floor. Enter the hallway and open the first door on your right, #227.
Enter the apartment and directly in front of you is a short table with a piece of paper on it (there should be a white arrow above it). Press
to pick it up, turn to your left and walk over to the TV. On top of the TV is a video tape, so pick that up as well.
Turn around and walk to the left of the kitchen and open the bathroom door. Walk over to the tub then turn around and leave the bathroom. Exit the apartment into the hallway and turn right. Continue to walk down the hallway until this achievement unlocks.
The next achievement you will unlock is Meow Meow (100G).
