You can attain this achievement in World 1, Level 7 "Test Your Might"
A bit through the level, there will be a few grass platforms with blowfish-like creatures moving towards you.
- Hop up on the top platform above the creatures
- Move to the right until the grass platforms end
- You will see a cement area you can jump to
- Hop up there and then one level higher so you're on the top of the level
- Walk left towards the beginning of the level
- Create a purple balloon and static swing over to another platform
- Collect a Cat Coin and enjoy +40GS
