World 2-9 - "Spiro The Agnew"
When you get to the exit, go under the ice wall to your right.
Getting under the wall can be a bit tricky, the cursor won't move down easily, and there is stuff blocking the bottom of the wall.
Take your time, put portals close to each other so Frizzy automatically moves to the next one.
Once you get to the other side of the wall, the achievement will unlock and you can collect a couple of Cat Coins.
