Unlocks in World One, Level 15 after you fight Doof.
It took a few minutes to unlock after the fight, but it unlocked before I went through the pillars to complete the level.
"World Traveller" and "Upset Doof" unlocked at the same time for me.
Since this achievement's description is vague, I'm adding clarity to when you can expect it to unlock.
