As of Aug 10, 2016 this cheevo cannot be unlocked with lives set to 7. I reached level 4 twice (with lives set to 7) and did not pop the cheevo. It seems that the default setting of 3 lives is now a requisite for cheevo-pop.

I had never thought about the comparitive sizes of the frog and cars until now.

I can confirm what AgbaWuky says, default setting worked while 7 lives did not.

Just go to options then settings and put lives to 7. Then complete level 3. Fairly easy achievement.
