This one is on level 3 of "The Last Obstacle", Area 9.
It's on the glacier/mountain you can see on the left of the map.
I really struggled to time the jump across the moving platforms to get to the mountain, but if you time the jump right at the very start, you can keep a double jump with you, making it 100x easier to make the jump between the moving platforms.
Once you make it across jump slightly to the right as there's a ledge, and Skyrim climb your way up the mountain.
The Secret is on the back side of the mountain.
