OCU campaign (the one where you control Royd)
You need to wait until you get to Freedom City. First, you must fight a battle there, then it becomes a hub.
Make sure you exhaust all the chat options at the bar. Then go through them again. Someone will mention something about a dam and enemies going to blow it up. When you exit the map you should see TWO battle options now. You want the northern one. If you don't then maybe you need to fight in the arena or talk some more in the bar.
