This mission becomes available after O-MISSION-16 - Fort Monus. It will stay available until you start O-MISSION-18. MAD LECTER is automatically unlocked upon completing this mission.
I had to talk to a bunch of people a few times in Fort Monus to get this mission to pop up. When it does it will be right next to Mission 17.
