FRONT MISSION 2: Remake

Presently not unlocking. I'm at the end of a New Game+ with both a skill category (melee, short, etc) maxed with every character and about half of my characters having an individual equipable skill at its max rank per the PS1 guides (typically a rank "4" with no "max level" designation for the skill for whatever reason).
