Don't let Civil War spread over 5 or more districts
How to unlock the Bonfire achievement in Frostpunk 2 - Definitive Guide
At the very start of Chapter 5, you'll have to pick whether you want to -
As I mentioned earlier, the rioters were relatively calmer (compared to "Enforce Order" ending) during this and the war didn't spread, unlocking this achievement.
Playing it all the way through like this also unlocks -

The Secret Achievement achievement in Frostpunk 2 worth 72 pointsContinue playing to unlock this secret achievement
Note: "Bonfire" Might unlock in reconciliation path too, but IDK because I haven't played that path yet.
- Banish the bad faction or
- Seek reconciliation or
- Enforce Order.
As I mentioned earlier, the rioters were relatively calmer (compared to "Enforce Order" ending) during this and the war didn't spread, unlocking this achievement.
Playing it all the way through like this also unlocks -


Note: "Bonfire" Might unlock in reconciliation path too, but IDK because I haven't played that path yet.

I have done broker peace with, and strangely after reducing fervor to 0 pips (Promote, Use deradacalise, prison), I got still 6 distrcits under protest. Not sure if factrion trust has anything with it, but it was below netural.

I forgot the source, but I've read that the number of districts under protest is based on the size of the rebelling faction, which roughly matches my experience.

Played using Enforce Order choice. (should be the same with Banish Pilgrims)
Requirements are lower if not trying to avoids deaths. (Protect People not required, and Quell Fighting can also be used without Enforce Peace)
Build about 6 Prisons, some Watchtowers and have over 150 Guard Squads.
Sign Guard Enforcers rule and preferably Martial Law as well (for discounts).
When the civil war starts immediately put down the 4 protests.
Use Quell Fighting (35 guard squads) and choose either option (Enforce Peace costs an extra 10 squads).
This should prevent the spread to other districts.
Finally, complete the remaining objectives to win.
