Working as of 12/13/2024.
START A BRAND NEW SAVE IN UTOPIA MODE.
Ensure "demand" of materials is 1000+ (mine was 1006).
My squalor status was ABSENT and STABLE.

This is not a guide to unlock the achievement but to have a comment section.
I did try to get it, put a lot of extraction district and heating hub to have DEMAND more than 1000 and no Squalor.
I think that it is important (when the bug is resolved) to be aware that DEMAND is not the same as REQUIREMENTS, some building REQUIRE materials, other DEMAND, and I thing it is that last one that is counted.
I will update the guide when the bug is resolved or if someone did unlock it.

i had to start a new game for this one to pop, it would not work in any of my old saves
