How to unlock the I love democracy achievement in Frostpunk 2 - Definitive Guide
Sign all the 6 laws from the Rule category.
In the final stage of the game you will be able to vote for Captain's Authority law.
To pass the vote with full support three conditions are needed:
- favorable or higher relations with Frostlanders and New Londoners so they won't vote Against
- high tension in the city to convince hesitant voters to vote For (not enough food, sickness, cold from turning off the generator, disabled Fighting Hubs)
- using the Secret Police to revoke the voting rights for both Pilgrims and Stalwarts since they will always block with 1 or 2 votes

"I Love Democracy" achievement requires you to pass the "Captain's Authority" (under Rule) policy with unanimous support from the council.

- Maximize tension in your city. Counter-intuitively, higher tension leads to more "yes" votes for Captain's Authority. Increase tension by passing certain laws, constructing specific buildings, and most effectively, by increasing cold and diseases wich are powerful tension drivers: Try turning off your generator, removing residential districts, or transferring colonists back to the main city, consider temporarily disabling hospitals and allowing squalor to spread. Even with high tension, you may face one or two holdouts.
- This is where the Secret Police comes in handy. Use them to remove council seats from the most aggressive faction (Faithkeepers or Stalwarts) or from the opposition if you're still short on votes.
- For any neutral votes, attempt negotiations or employ Guided Voting. While Guided Voting doesn't prevent the achievement, its outcome can be unpredictable. Save your game before using this option, as results may vary upon reloading.

I had 4 evolvers that were opposed to the vote and 96 in favor. I used secret police on both the FaithKeepers and Evolvers with revoke council seats action, who apparently had the last 4 in opposition, to get to 100. This was done during civil war with max tension as this above guide states.
