This achievement requires you to have at least 90% of your population who can work (but do not necessarily have a job) in your city.
This can be tracked by hovering over the worker count displayed in the top left corner of your screen.
For my part, it was one of my last achievements because I had difficulty passing the 85% mark but these tips should help you get it.
To achieve this goal, you will need to implement specific laws that increase the number of active workers. One effective law is Family Apprenticeship, which allows children to work alongside their adult relatives, thereby boosting your workforce. Additionally, enacting laws such as Dutiful Youth or Liberated Youth can further enhance your active worker percentage by providing special abilities that bolster your workforce.
Another significant method to increase your active workforce is through faction rallies.
Each successful gathering raises your active worker percentage by 5%.
Therefore, organizing rallies and events with your factions can substantially contribute to reaching the 90% threshold.
