How to unlock the No lesser evil achievement in Frostpunk 2 - Definitive Guide
During the prologue of the game, you have to build a reserve of 40,000 units of food. During the course of the chapter, you'll get two options to ease your struggle.
Seal Colony
You'll discover a seal colony. You'll get a prompt saying something like "oh, we are saved. We can slaughter these seals and have enough food for everyone." Don't do it. Don't build a food district on the seal colony.
Elders' sacrifice
After some time, you'll get another prompt saying elders are volunteering to leave the city, so that food consumption goes down. Your options would be to accept the sacrifice or decline it. You have to decline it.
Tips for getting enough food in time: Ignoring the Seal colony, there are 4 other food sources in prologue. Build food districts on them as soon as possible. Tell citizens to tighten their belt and implement emergency shifts in 3 of the food factories. Your trust score will plummet, but try to recover that by giving scraps back to the citizens. Took me a few tries to finish this.

Tried it, you can absolutely put a food district on the seal colony. Unlike some of the soil spots, the seals colony is a huge food resource that you couldn't fully deplete until the chapter end even if you tried. Some time after you built the food district you'll get a pop-up decision to either
1) Send the volunteering elders away to die
2) Kill all the seals for food instead of just sustainable hunting
3) Do none of those two radical decisions
All you have to do is pick the third option and still meet the goal to stockpile 40,000 food in time. It's not really hard (at least not on officer difficulty or below) if you expand early. I didn't even need the emergency shifts. The key is getting several food production districts up running fast. Borrow some currency from the wanderers if you run out.
1) Send the volunteering elders away to die
2) Kill all the seals for food instead of just sustainable hunting
3) Do none of those two radical decisions
All you have to do is pick the third option and still meet the goal to stockpile 40,000 food in time. It's not really hard (at least not on officer difficulty or below) if you expand early. i think you can put the food district on the seals what happens is a pop appears that says we are not going to make it so we can kill all the seals .instead of just hunting a few seals here or there.
