seems to only be in utopia mood. i chose the lords faction, i latter got the icebloods, and techeocrats.
utopia has 5 factions
i tried to never upset a group, and i had a law that would fail every time for the techeocrats. and was always giving them the agenda to improve relations. they chose the law which was birthing programme.
i was promoting all other and trying to keep them devoted while trying to keep the techeocrats as small pop wise as i could without upsetting them. this seems to take time and really watching the laws and groups so they fall into a good standing in the city not to huge or upset from your laws being to far one way.

It's not unlocking for me even after getting 3 devoted communities and 2 factions. All 5 are devoted and it won't unlock. Anyone else glitchy?

Same problem for me as you hkmortenson - I’ve tried reloading a couple saves, restarting the game, etc but despite having all 5 at devoted, this achievement won’t pop for me utopia mode.

Not necessarily a guide, but a datapoint.
I'm currently in chapter 2 and the whiteout just hit. At this point, I have 2 communities - New Londoners and Frostlanders. And two factions - Pilgrims, Stalwarts. And all 4 of them are "Devoted". But the achievement didn't unlock. So, I'm guessing this is not for "every community" you currently have; but at the end of the game.
EDIT: I completed the story and didn't get any other community / faction. Still didn't get the achievement. Though their standing with me had changed by the end.
