Do this with another achievement.
Difficulty: Easy
Once you start build 2 tech labs, and immediately research SawMill & the first Steel Option when possible.
After these two are researched immediately work on LV 1 and then BunkHouse.
That's it really... make sure you at least have 90% of your people housed before the first storm.

Can this be done in any scenario? Which would be recommended?

Really Easy to do on The Arks scenario. I got this along with Bad at Politics. Don't save New Manchester (I found them but decided to leave them), you don't even have to survive the storm on this one just do all the steps for being prepared and then it ends
