When following the three guides for the three settlements, continue to balance out the needs of the three so that you can continue to shuffle goods back and forth as necessary. I found that I had to use emergency shifts somewhat often but never had an issue with discontent.

Note that with Children's Mine, I do not believe you can make them "loyal" while developing them to the maximum, so you'll need to make plan to a separate run for the "Social Activist" achievement.
