Frostpunk: Edition

I'm sorry that I didn't remember to make note of every choice I made with Hot Springs, but I do know that if you choose "..will be pleased" at each choice, you'll cap out early and not be able to progress to get the achievement. I believe that the choice to flood the caves is the key however I can't be certain. Here are some of the choices I made on the way to earning the achievement:

Build a medical post: as you wish
The fever: hope it will pass
Geyser eruption: flood the caves
Composting pit: help with the pit
