I unlocked this achievement today when I attempted to chase the workers away from the steel bridge on the way to the Children's Mine. At any point, if you see the two pickaxes with the exclamation point behind it, that's the "risky" option and you'll need to choose that one when given more than one course of action.
The only other node that I recall having this option is the Victim's Camp (?) at the top of the map.
Note that these "risky" nodes do have a pass/fail so if you want to ensure you get a positive outcome, save the game before selecting your scout team and making your choice. You can always reload the game until you get the desired outcome.
