How to unlock the Iron Man (Refugees) achievement in Frostpunk: Edition - Definitive Guide
I unlocked this last night so thought I would write a guide. I hope it proves useful. This is a hard achievement but very doable as long as your early game is on form.

I didn’t bother much beyond this as you will find you don’t have the time or the resources
Important tips and information:
- I strongly advise to reject the lords. As long as you manage to build one guarded outpost and faith keepers you will still unlock the achievement when time runs out even though you fail the objective
- Don’t be disheartened if people die this does not affect the achievement
- You only need to bring one set of survivors back with your scouts to make the 250 requirement, do this at the last minute to avoid extra pressure on your settlement.
- USE OVERDRIVE. Essential for surviving the early temp dips before you have power upgrades.
- When you can afford to, group a load of medical posts around a steam hub and a shrine. This will manage your healthcare efficiently
First few days: child labour safe jobs, allocate 30 of your workers to gathering the nearby wood and the rest on steel. By the end of the day you should have more than 100 wood and around 40ish steel.
*Do not try to build anything during working hours. Only between 1800 and 0800*.
Don’t worry too much about coal at this point. Don’t turn your generator on until 1800 and turn it off at 0800 again for the first 3 days. Use the first night to build a workshop, a medical post and 5 tents. Once your tents are built you can keep your generator off completely as the temp stays at -20 for the first 3 days before the first dip.
Go emergency shift then extended and extend working hours where you can to maximise output.
I researched beacon first which takes a day or two. If you have enough wood build a cookhouse as people will start to eat raw food at some point around day 3ish which is not good. Prioritise having the required 40 wood to build a group of scouts when the beacon is built. This is the key to surviving the first few days as they will gather essential supplies in close by areas including food. Of particular note is a canning factory location that is SW of the city. Go for the first location SW then it should appear as a subsequent discovery.
*Please note that the canning factory doesn’t always appear, if you want an easier ride it may be worth restarting until you get it as it yields over 300 cooked food which will keep you going for some time. Personally I made do without it and still beat the scenario so it can be done*
So moving on, secure food with your scouts, there’s plenty of raw food knocking about in the immediate vicinity. It’s wise to build a hunting hut or two as well to make your supply more sustainable. Meanwhile, start preparing for the temp drop, research saw mill to get yourself a good wood supply as you will start running low towards day 3 if your doing it right. Then heaters and steam hub. Group houses together so that one steam hub can cover all of them, you can fit about 12 around a steam hub if done placed correctly. Set up gathering posts ready for the temp dip to mop up the remaining piles of resources.
Waves of refugees will be arriving constantly and this is what makes it so difficult as you are constantly on the back foot trying to accommodate them. Make shelter a priority as this hammers your discontent. The skill is juggling their need whilst collecting resources. I researched the sawmill, steal works, then coal thumper. You need wood for most things early game, steel to a lesser extent but you still need a supply coming in. Your coal piles will keep you going for a while, when they start to dry up hopefully you will have researched coal thumpers. Get two built with two gathering posts on each and you should be good for quite some time. Try to group together buildings so you can have the minimum amount if steam hubs.
If you have managed all this then you should have resources coming in nicely and then it’s purely juggling threats. Use overdrive to get through early temp dips especially the temporary ones as they only last a day. It doesn’t cost extra coal and will save your arse.
Reject the lords and concentrate on trying to keep your people alive and discontent manageable. As alluded to earlier, I failed the final objective to secure the city and still unlocked the achievement. Tens of people died due to the temp drops and running low on coal which messed with my healthcare, discontent hit max in the last 24 hours and things were generally getting griefy. But you just have to survive until the timer runs down and you’ve done it. Don’t give up.

You don't have to save 250 people, I only saved 200 (canning factory didn't spawn so was behind on food and in compensating everything else went to shit!)
Despite me literally having 100's of people dieing I was able to fire fight it and ended up accepting all 3 groups of the lord's to refill my ranks. Once my people lynched lord craven I spammed every temple and faith keepers ability along with the execution to drop discontent to 0 and win.
Ironically my previous attempt felt a lot smoother before getting into a hope issue that I couldn't get out of. So I decided on the 2nd attempt to invest fully in faith. It wasn't pretty but it worked!

Used the same strategy in survival. (Difficulty didn't feel any worse) Followed your guide loosely above (actually got the cannery that run!) And was then running really efficiently up until the lord's came and the weather drops to uncontrollable levels. Then went full faith so I didn't have to worry about hope and just hung on. Even with food (which turned into sawdust) and coal outposts I couldn't keep everybody warm and healthy. Once the mob killed craven I spammed the abilities again and went from full discontent to under 25% to win! Almost 300 bodies in the snow pit as well!
