So this appears to be bugged (in a good way). I don’t own the DLC, but was playing Endless Mode. You have to call in your scouts before storms every 9 days in order to not lose them. I got in the habit of disbanding the scouts for the manpower early game and just never stopped, so after each storm ended I created 3 new scout teams.
This popped when I created my 20th scout team. So at the beacon simply create and disband teams over and over again and you should be able to pop this in under 5 minutes after you’ve built a beacon and have a spare 40 wood (and 5 unassigned workers).

i ended up with it the same way too 15/8/2021 however i did endless endurance first and didn't get it on that game, but on a second game playing on easy
