I finally found out, what is the problem with this achievement. You don't get it, when you change a ventilation plant to 24h mode. Don't touch the settings of the ventilation plants and the achievement will pop.

The description doesn’t tell you everything. You actually can’t use EITHER of the laws that extend the workday (but you can use the safety one that reduce it).
So if you’re going for this achievement make sure you don’t pass either “Extended Shift” or it’s counterpart “Two Shift”.

This restriction makes the scenario a lot harder, I suggest anyone doing this do it on Easy. Some achievements are easier to pair with this than others, for example, finishing the scenario with only Convicts and Engineers left is pretty simple along with this one. Others, like maxing the generator, may be almost impossible.
