I did this on The Arks.
The starting condition is that you have a small work force and need to find the factory plans.
Finding the factory plans is essential. have automatons will increase your production capacity a ton. First thing, build a workshop and research the beacon. Get a team out exploring ASAP. It might seem like a waste, but they will more than make up for the lose of production with what they bring back.
Proceed the the mission by building steam hubs around the seed buildings.
It does not matter if you save New Manchester or not, just refuse to extend the range of the generator.
LAWS: Go for Emergency Shift and extended working hours right from the start.
The achievement popped for me at the end of a winning run. Good luck!
