Not a very hard achievement (especially playing on Easy).
Every time a settlement asks you to do something just pick the one that’ll displease them.
Trading and helping them improve their settlements won’t change how they feel about you so it’s still in your best interest to help them out, just tell them what to do and boss them around as much as you can!
