How to unlock the The Defender of the Oppressed achievement in Frostpunk: Edition - Definitive Guide

I was able to complete the improvements to maximum by making all the choices that pleased their settlement. I found this was the only settlement that the constant "pleasing" allowed me to max out the improvements.

I was also able to do it for the food settlement (you have to wait a day after the final agreement with them before they max). Concur on your solution. If you saved before you made your choice regarding New London, reload, wait til the last minute to choose and then choose to save them and ignore the shipments, just focus on pleasing the settlement. This way you don’t have to expend resources on survivors.
