I tried this at "a new home" scenario. Customised on easy.
The main rule i followed was to not research anything that had the "steam" on its name and didnt upgrade any of the basic buildings. Also i didnt use any steam hub or factory so i am not certain if it voids the achievement.
You can use wall drill, steelworks, coal thumber.
Any of the houses is ok.
Didnt use or research infirmary. On easy mode you will be ok. Some people will die cause the medical post cant heal fast enough.
Heaters are ok to use. Range upgrade. Power upgrade. I avoided anything that has word steam on it.
On a new home scenario in expedition i found a automaton and i used it. Achievement worked fine. Although i didnt built any factory.
You can easily do the central heating achievement with this and the "better than london" or "worse than london".

Opt1musPr1me83 is referring to an achievement from windows for vegetarian, I was going to incorporate it into this run but it is not on xbox one

I recommend doing this on Refugees on Easy. It’s the shortest and least cold scenario.
I just completed this and I built a Factory (and robots) and I still got the achievement. I forgot to build Steam Hubs at the end of my game to find out so I don’t know if they count too.
I’m pretty certain the achievement is only talking about the buildings in the Resource category. So as long as you don’t build any of the level 2 & 3 buildings with Steam & Advanced in their name you should be fine.
Also built a HotHouse and Infirmary so it doesn’t matter if you use a steam core during a buildings construction.
