In The Refugees Scenario -
After The Last Group Of Survivors Gets To Your City, A New Location Called "Landing Site" Appears .
If You Have Boosted Scout Sleds You Won't Have A Problem Getting Over There.
Send A Scout, And A New Location Becomes Available - "Ocean Liner".
- Scouting This Location Nets You The Achievement.
I Did This On Hard But Im Sure Easy Does Not Void The Achievement.
