Create a silver account and friend it. Get a score better than yours with the silver or if it is a fresh week and you don't have a score posted yet then play the silver account first. Now beat the silver accounts score and it should unlock.
If you have a better score already in that week over your silver account then it won't count. You need to be worse than it before trying.

what means a "fresh week"? does it starts on monday?

There are 4 leaderboards. Fruit, Arcade, Zen and Classic. The Fruit leaderboard doesn't count as I tried this one.
You have to have another tag higher than you then you beat him.
I actually earned some high scores and then added new friends and I already rank too high on them.
So keep that in mind.
The achievement unlocks after the game has ended.
EDIT: The Solution below about the Silver tag method is a brilliant idea. I suggest making it on Xbox.com to avoid wasting a free gold your console will give you if you haven't done so already.

I have tried to get this Achievement so many different ways and it is still not popping? At the end of my turn it says that I beat the friends score that I am trying to beat by putting my name above them on the score board but then drops it down to the bottom. i.e. it would show 2nd place 3rd place and then, last, my score 1st place which is higher then the others. Have you heard of this glitch?

No nothing at all. Everyone I know has popped this achievement just fine. I can't think of what's wrong. My only thought would be waiting a week for a fresh leaderboard and trying again.

-Now switch your other account and beat your silver account:)

For this you have to beat one of your friends' scores on the leaderboard via the challenge option in the main menu. If you have no friends that play this game create a silver account and add it to your friends list. Using your silver account post a highscore of the weekend that is extremely low and easy surpassable. Then sign into your main account and beat the score.
