'Twisted Minds' is a Redrock Bluffs race which you can access after opening that zone with 45 stars.
The race requires a street bike (high Asphalt rating) to enter. Watch out for debris the tornado leaves on the road and try not to crash into the guardrails when taking corners.

This race is in the Redrock Bluffs zone. Again you can come back to it again when you have a better car but with the ‘Slipstream’ I was able to get it done in a few tries.
