As with the other distance achievement, there's a trick to getting this one very quickly compared to driving the whole distance. The achievement says you can't use a chopper, but says nothing about using the fast travel to livery/vista points.
First thing you should do is find a vista point/livery close to the Pinwheels Ridge camp and collect it so you can fast travel to it.
I'd wait till you've unlocked the White Flats district just to make it easier to start. Warp to that camp, then leave the menu screen and start to drive away. Bring up the map and select the vista point/livery and fast travel to it. From there, just head to the camp and once you drive into the camp and have the menu appear it should unlock.
