How to unlock the True Friend achievement in Fuga: Melodies of Steel 2 - Definitive Guide
In order to get this, think of it as a repeat of Britz's achievement in the first game. Everyone has to be at least Affinity level 2 with Vanilla by chapter 11. You have Vanilla from the very start, so I'd recommend picking her and using AP to get her affinity with other characters as high as possible as early on as possible.
DIALOGUE CHOICES DURING THIS SEQUENCE DO NOT MATTER. AS LONG AS YOU BONDED VANILLA WITH ALL CHARACTERS YOURE GOOD.

I can also confirm the two comments above. I still had two characters at level 1 affinity with Vanilla, but had 159 affinity levels in total and the achivement unlocked. Also this happens right at the start of Chapter 11 so you don't get any intermissions or battles in Chapter 11 to try to raise any affinity levels higher.

I don't know if nobody got the same text I did at the end, or if it was added later to the game. In the first game it clearly stated at the end that I need to have 6 intimate moments (those short cutscenes you get at affinity levels 2, 6 and 10) with Britz to get the true ending. So this means either affinity level 2 with 6 characters, 6 with 3 or 10 with 2, or any mix there of.
As the second game does a lot like the first one, I guess it's the same "formula" with Vanille as well. This time the game didn't state it as explicitly as the first one, when I got into the ending. But I also didn't use Vanille much so I maybe had 2/6 at best, so I lost her and the other one that seemed to be an auto loss at the final end. In the first game it was only Britz and I might have even been close like 5/6. With the NG+ and Pewpaw I though already have every affinity with Vanille at level 10, so I hope I be save this time. :-D (Ch. 8 atm when writing this)

To unlock this achievement (and stay on track for the best ending for the game), you will need to have Vanilla establish an affinity rank of AT LEAST level 2 with AT LEAST six characters by the time you reach Chapter 11. This functions much like the A Real Friend achievement from Fuga 1 surrounding Britz, but the best part about this one is the burdens are MUCH LESS an obstacle. For one, Vanilla will join your party starting in Chapter 2, and will not be taken out of the rotation at any point the rest of the way, whereas Britz in the first game wasn't available as a playable character until Chapter 7, and then left the party in the middle of Chapter 10. Moreover, in terms affinity ranks and the number of children you need to have at that defined rank, while level 2 is the minimum for both Vanilla and Britz, the latter needed to reach this with every crew member, but for Vanilla you only need to reach level 2 with six characters.
With that said, you have a lot of wiggle room to work with at your own pace. My recommendation would be to center on at least one character per chapter for Vanilla to engage in conversation with to get your level 2 affinity rank with that character, which can be built up from conversations with them during intermissions (you can gain a rank at the expense of 3 AP, and with every third dialogue action you make you get a chance to deepen your bond for bonus XP if you pick the subsequent best answer.) as well as pairing them in the same gun turret for battles, gaining affinity after every win. Just don't ever forget about it as it's one of the mandatory conditions for getting the best ending of the game, along with not using the Soul Cannon/Managarm.
