How to unlock the Engineering Enthusiast achievement in Fuga: Melodies of Steel - Definitive Guide

After the "event" in chapter 1, you will have access to the Taranis facilities. The room to the left, the middle room, allows you to upgrade systems if you have the correct materials. If you don't, just try the fishing for another achievement and more materials.
