I wouldn't worry about this achievement until New Game+. Scrap fish for what you need, but hold off grinding the rest of it until you are going after this achievement:
The Skilled Craftsman achievement in Fuga: Melodies of Steel worth 112 pointsFully upgraded something.
For this, you'll need a lot of 'ancient' materials although you won't see many of these until the very end of your first playthrough. Luckily, once you fully upgrade your Scrap Fishing (which you also likely won't do until Chapter 5 of your second playthrough, see my comments about that here:

) you'll be able to fish up ancient materials which will speed up the process
