I got this at the end of my second playthrough. To be clear, the requirements are to fully upgrade a part of the Taranis in the Workshop (Machine Gun/Grenade Launcher/Cannon/Armor/Reactor) and NOT one of your facilities.
To get one of these to level 20 you're going to need a lot of ancient materials, so I'm not sure it's even possible to get this on your first playthrough. I wouldn't recommend focusing on this too hard as you'll pick up a lot of the items as you play for other achievements.
If you want to expedite this process though, get your Scrap Fishing to max level (5) which will allow you to fish out most of the ancient materials you need

def not possible for first run imo. You'd have to sacrifice keeping your people happy and being such a low level that could make bosses very hard. ty for the solution thumbs up
