I would like to add something to previous solutions. This is my method. You only need 2 players in the game. Choose Containment and Class A vehicles, Outlaw is preferred. Choose Assault or Melee. As soon as you spawn for the first time, keep going forward (you do not have to move the control stick during the game). You will find yourself in front of a cliff that leads to the ocean. The other player will spawn behind. None should move the control stick. Once your weapons are ready, both players should drive to the cliff shooting each other. You don't have to kill each other, just fire a couple of rounds. The one on the back shoots the one in the front, and the one in the front throws grenades or mines to the one in the back. You will both dive in the ocean and the game will give a kill to both players (if you shoot somebody and he falls off a cliff, you get the kill). Both players will spawn right back in the same position. So keep moving forward while shooting the other player and keep falling off the cliff. Get to 70,000 or so just to be sure, then go around and finish the race. Both players should get more than 30 points, although you can only get a max of 30 per game (as said by other players. I haven't checked this).

Due to the dwindling number of players actively racing online, this may require a boosting partner. But sometimes you can still find a handful of people playing.

It appears that Level 2 can be earned just by reaching a total of around 25 points over the course of your online ranked races. Running short races with two players will guarantee you 6 points minimum per race if you finish second, and 10 points for the win. Extra points can be earned by destroying your opponent's car with your weapons.

If boosting, the quickest way is to start a RANKED circuit match on the map "Containment" with A class cars, specific cars don't really matter, but outlaw is fast and has decent handling.

When you start, if you don't steer at all you will just keep falling into the water. If someone shoots you before you fall in, they get credit for killing you. So one player should simply park and shoot the other as they fall in. Then trade places. Whoever is going to win the race should get at least 50k wreck points (10 kills). Whoever is taking 2nd should get at least 60k wreck points. Then go ahead and finish the race, but make sure that both people get to the finish line (you have about 30 seconds after 1st place finishes). That will get you at least 30 points at the end of the race. (If you get more wreck points, it will display more than 30 on the race report, but only 30 of those are actually added to your score for the purposes of rank & leaderboards).

Some people have reported a glitch where your points stop earning you ranks, although they do show up on the leaderboards.

If you are overdue for a rank (i.e. you played 4 30 point matches and haven't gone from 5 to 6) try exiting to dashboard and reloading the game. I have no idea if there is a connection, but when it happened to me, I also:
*lost the ability to tune my weapons
*when i went back to the main menu to view my stats it was showing as 0 kills etc.
*when i went to settings (RB) and then to game save settings it said something like Save Loc.:Unknown.

After i dashboarded and reloaded the game i was able to gain ranks again. (Just reloading my save w/o dashboarding fixed the other 3 issues, but did not allow me to rank up).
