Although this is story related, I just thought I'd add a couple details. This requires both the gas can and the hose. While the gas can is easy to spot in Mo's garage, the hose is in the same place. However Ben has a habit of standing in front of it when entering Mo's garage. Just reposition him or move the cursor over it until it says "Hose".
As for the actual act to get the achievement...1. Touch the ladder on the tower to set off the alarm. Don't climb the ladder. Instead, hide behind the barrels in back left of the screen. After the vehicle lands, use the gas can. Then use the hose on the vehicle gas tank. Then use the mouth option on the hose.

Objective: gather fuel for the bike.
* Before attempting the gas tower, make sure that you have picked up the hose and gas can from Mo's garage, else you will need to make more trips to get this objective fulfilled.
After evading the cops, the vehicle will be safely parked beside the tower. Use the hose on the vehicle's gas tank, then the can right beside it. All that's left is to activate the manual gas transfer pump by using the MOUTH icon on the hose.

Story-related achievement. After Annoyed Floyd (15G), use the hose and canister from Mo's on the gas cap on Floyd's flying car. Then use your mouth on the hose to siphon the gas. This will automatically return you to Mo's.

At the gas tower, after you've hid and the police has landed, go to their hovercraft. Open the cap, put your hose in it, the use the gas can on the hose. Finally, use your lips on the hose to siphon the hovercraft's tank, unlocking the trophy.
