Knock on Todd's trailer door to bring him up from underground. You may want to continue talking with him first to gain another achievement "Angels with Dirty Faces". Once you have that achievement (or choose to move forward with the game), use the Kick option while Todd is at the door. Ben will kick the door down and you'll find yourself in the trailer. Move Ben to the elevator by moving him to the platform near the fridge. Once he steps on it, it will automatically lower. Once in the basement you will see the torch. Grab it and the achievement is yours.

there is a cabinet what do i do?

I only see a cabinet there also so I can get to the basement. Don’t know what I’m missing here

This is an unmissable storyline achievement.
When you wake up at Mo's head to the trailer towards the left of the map. When you get there the trailer is locked and the owner, Todd, is downstairs in his basement.
You need to get into the basement to retrieve Mo's welding torch. In order to do this you need to knock on the door, which brings Todd up.
Here is also where you can receive the 'Angels with Dirty Faces' Achievement, simply keep talking to Todd until this unlocks after Ben offers to sell him some fine leather jackets.

Then, while Todd is still looking out through the peephole, kick the door down, which will knock Todd out. This will unlock you the 'Trailer Trashed' Achievement.

When you enter the trailer, there is now an exposed lift/elevator down to the basement, and here is where you will find Mo's welding torch.

To fix your bike, you need three items: the welding torch (mentioned), a "new" pair of forks, and some fuel. The welding torch can be found on the trailer part of the map. At first, knock on the door to bring the occupant to it, then kick it down to make an entrance. All that's left is to walk onto the discolored floor in the back to go into Todd's workshop, where the torch is safely placed onto the table.

Story-related achievement. Head to the trailer above Mo's. After getting inside, use the elevator to go downstairs and grab the wleding torch on the table. This will automatically send you back to Mo's.

In Todd's trailer, there is a spot on the floor that activates an elevator (you could hear it when you knocked on the trailer's door). Just walk on the lightbrownish area behind the door to go down, and in this little room you'll be able to pick up the welding torch. Ben will automatically return to Mo to return the torch, and you will unlock this trophy.
