You will find Miranda when you visit the Kickstand (the bar) for the second time. After entering the bar and watching the news cast (also good for another achievement), head behind the bar to the dumpster. If you are having trouble finding it, just move your cursor to the left of the Kickstand sign. It will change into a right facing arrow. Once behind the building, Look at the dumpster. Miranda will tell her story and then offer you the ID.

After Corley's murder, return to the back of the bar to hear someone calling for you. Check out the dumpster to find a familiar face. She'll give you the fake ID that you will need to proceed through the story but only after you make sure that you go get someone to help her out.

After Malcolm's death, when you're back where the game started, go to the side of the bar, near the dumpster. Talk to Miranda to get her fake ID and the trophy.
