To acquire the goggles, you will first need to get into a couple fights with other bikers. The chainsaw makes short work of them (see the achievement A Fistful of Fertilizer). First you will need the board weapon. This one is carried by a larger biker on the Mine Road. Once you acquire that, you will need to ride around the Mine Road until you find a fight with a lone Cavefish biker. Equip the board and attack him. Ben will smack him in the face and he will crash. Ben will then get the goggles. After that, use the option to equip the goggles. Ben will continue driving the Mine Road and you will be in the goggle view mode. At some point, an indicator saying "Cave" will appear and you will get an option to exit. Click the button to exit and you will get a small cut scene of Ben driving into the cave. At this point the achievement pops.

Thank you for this and also, a quick note : I got a glitch displaying the morning star weapon instead of the plank so I decided to try and beat the Cavefish biker with it and I got the goggles so if it happens to anyone else, just beat the crap out of him !

Leaving a comment to say it took me 4 tries before I read your comment as I was following The Welsh Hunter's awesome video guide and didn't realize the word "cave" was when to press A. I kept turning as soon as I got near the exit like in the video.

Step one: go to the gorge and read everything there is to read on the plaque.
Step two: proceed to the Mine Road.
Step three*: acquire a plank (while other weapons will soon fill your arsenal, the plank is all you need for this).
* You will need to also meet and acquire another booster off of one of the other bikers, but as you're trying to find your targets, you might acquire this sooner than later.
Step four: with the plank in hand, encounter a Cavefish (noted for their previous cutscene involvement in destroying the gorge bridge).
While fighting a Cavefish, make sure you're not too close to it or it will squirt oil on the road and immediately take you down. Instead, wait for it to stick its head up, then wallop it with the plank to knock it out and give you the goggles you need. If you use any other weapon, it will self-destruct the bike after you knock it down.
Step five: with goggles in hand, equip them and watch the rail-ran scenario as you scope out the cave. You will see that it will flash Exit as you get back to the highway ramps, but what you really want to watch for is when, instead of Exit, it shows Cave. Press X then to move along with the story.

Story-related achievement. In the circuit, you will face a bunch of different bikers. You will need to defeat them to unlock new weapons and use the new weapons to defeat the next biker. This circuit will continue forever, so it doesn't matter if you lose any of the fights, Ben will just get back on his bike and continue. After getting the goggles, you can use them to find the cave exit to progress the story.

To obtain the goggles, you need to engage a fight with a Cavefish on the mine road. Cavefishes are the blind guys who are laid on their yellow bikes. When fighting a Cavefish, wait for him to raise his head then hit him with your wooden plank (obtained by defeating one of the fat bikers - this is easiest done with the chainsaw) to obtain the goggles.
Once you have the goggles, equip them and ride Mine Road (you don't need to control your bike) until CAVE appears just after an EXIT prompt. Press 
to enter the lair and unlock this trophy.
