The Jaws level is hidden within the Hot Fuzz Village People level. You will need He-Man in order to access it.
Once you get into the Jaws level, head toward the beach and you will find a chest on some rocks. Climb on the rocks, next to the No Climbing on Rocks sign, and the cheevo is yours.
