Jaws can be found in Hot Fuzz's third level, Village People. You need to complete it once so you can bring He-Man in, and you will also need the canister from The Thing.
Head to the entrance of the burned down mansion, then turn around and stick to the right. You should see a building named "Quint's Tackle Hut", this is where the door is. Use the mould machine near the mansion to make a canister, then go inside the shop and place the canister where it indicates. Use He-Man to break the golden cage, then shoot the lights the canister powers so it can melt the ice off the card on the shelf. Shoot the card off the shelf, unlock the door, and get ready to meet a lot of teeth.
