Infinite diamonds to make this a WHOLE lot easier
All credit to lufffffy
-Turn on plane mode
-desactivate auto date
-chose a false date ( ex: 01/01/15)
-open the Game, You Will have 10 new diamonds
-close the Game
-change the date (02/01/2015) and repeat the process
Don't forget to reactivate auto date and turn off plane mode before playing.

This unlocked for me on stage 60 when the goal was to create an 11AM dot, which I assume they meant when they said "12AM".
Everyone will have their own strategy for this game so this won't be much help as if you've reached stage 60, you already probably have it pretty figured out. This solution is also pretty much a copy/paste from "black silver" so no need to read again if you already have.
The strategy I used is fairly simple but may require some practice. Essentially you want to keep your most valuable dot in one of the corners (I use top left or top right for simplicity). If you are keeping that dot in the top row, try to fill the top row full of dots so that when you swipe left/right your valuable dot stays in its corner. The other rule to this strategy is NEVER SWIPE DOWN as you are likely to lose your dot in it's corner, or the top row structure.
Basically you keep your top row stacked with all of your most valuable dots, usually in a snake like pattern (i.e. 9am - 8am - 7am - 6am). Then you have to manipulate the rest of the board with up, right and left swipes in order to create dots to fuse with your valuable dots. When you fuse your top row dots, try to fill the top row again fairly quickly and work on upgrading whichever dot you put in so it catches up to the rest of the row.
Sometimes using this strategy you will get stuck and have to swipe down. This is very annoying and will usually lose me the game. You can get better at predicting when this might happen (usually your top two rows are full, 3 in your 3rd row and you slide left/right and a fourth spawns in that third row, leaving the bottom row empty and no other moves). Do your best to prevent this from happening but it is something that definitely comes with experience. A smash power-up will also help you if you make this mistake late into a level and don't want to restart.
Sorry this isn't a super guide or anything. This is a tough game, power-ups will be your friend a lot of the time. Colour up is probably the most useful power-up, it upgrades the spawns of new dots from 12/1AM to 1/2AM. By removing the lowest spawn value, you are essentially halving the amount of moves it takes to get to the finish, and halving the opportunity to make mistakes. This means going for 11am will be more like going for 10am. I got this achievement in particular without using it so it is possible, but I definitely found it useful on other levels.
Good luck, if you have any questions feel free to comment, I will try to incorporate more information into the solution based on questions.
Alternatively, I believe that you can unlock this achievement before stage 60 on certain objective based levels. If you have an objective such as fuse four pairs of dots four times or have 4 7AM dots at once or something like that, and there is no timer/move limit, you may be able to just play the game normally and try to earn this achievements without progressing fully through the stages.
