Cobra Commander is the boss of the level. Very easy on lowest difficulty. Soon as the fight begins just stick on him and keep shooting till he’s dead. If you wonder around he spawns waves of enemies, so don’t give him the chance.

I suggest doing all the level specific achievements on your easy run and/or with modifiers for a faster completion. Cobra is the boss and this happened quickly without modifiers but with them, his health bar will easily melt.
Tuffinz
Cobra Commander is very easy to take down in 2 minutes. There will be other enemies that spawn into the area but just focus on him and keep moving. As with everything in the game, if its too hard, use modifiers. The video below shows an example of defeating him in under 2 minutes at the end:
