On Level 1-1, as you go through the level and pass over the pit where the first coin is, you should notice a blue balloon on the top in the wall. Jump into the balloon to find a secret party room area.

On the first level of the game, head down into the cave, and right after the moving platform with the coin, you'll see a balloon on the ceiling. Jump up into that balloon to go through a fake wall into a party room, unlocking this achievement.
