On the first level (kind of a tutorial) after you've built both rooms it will instruct you to hire some doctors, when selecting one scroll to the far right and it will show you a negative trait. Just look for one that has psychopath listed

It took me about five full list rejections to finally find a psychopath. Just a reminder that sociopath will NOT unlock the achievement.
